Kathmandu. The State Affairs and Good Governance Committee under the House of Representatives has urged the National Assembly to amend a serious error in the Federal Civil Service Bill.<\/p>\n\n\n\n
In a meeting held on Wednesday, the committee concluded that provisions had been added to the bill\u2014passed by the House of Representatives\u2014that contradict the committee\u2019s original intent and recommendations. As a result, the committee decided to request the National Assembly to make necessary corrections under Article 43 of the bill.<\/p>\n\n\n\n
Committee Chairperson Ramhari Khatiwada, speaking after the meeting, said that the addition of Sub-section 4 under Section 82\u2014following Sub-section 3\u2014was against the spirit and intent of the committee\u2019s proposal. He stated that the new provision effectively nullifies the recommendation made by the committee.<\/p>\n\n\n\n
According to the committee’s original report, individuals who had resigned from or retired from civil or other government services would not be eligible for any constitutional or government appointments for at least two years. However, the version of the bill passed by the Parliament reportedly includes a new provision that weakens this restriction.<\/p>\n\n\n\n
In this context, the committee has formally requested the National Assembly to remove the newly added Sub-section 4 under Section 82 and amend the bill accordingly.<\/p>\n\n\n\n
Additionally, serious questions have been raised regarding how and why this provision was added. In response, the committee has decided to formally request Speaker of the House Dev Raj Ghimire to form a high-level parliamentary investigation committee to determine the responsibility of those involved in the amendment process and to recommend appropriate action.<\/p>\n\n\n\n
