Kathmandu. Chief Minister Bahadur Singh Lama has dismissed four ministers of Bagmati Province who had resigned from their posts.
Chief Minister Lama has written a letter to the provincial chief informing him of the dismissal of the provincial Minister for Cooperatives and Poverty Alleviation Madukumar Shrestha, Minister for Internal Affairs and Law Suraj Chandra Lamichhane, Minister for Youth and Sports Mil Krishna Maharjan, and Minister for Culture and Tourism Bimal Thakuri.
Chief Minister Lama has sent a letter to the provincial chief Deepak Prasad Devkota informing him that they have been dismissed as per Article 169, Clause 2(b) of the Constitution.
Clause (2) of Article 169 of the Constitution mentions the situation in which the ministerial post becomes vacant. Clause (a) of which states that the ministerial post becomes vacant if a written resignation is submitted to the Chief Minister, while clause (b) states that the ministerial post becomes vacant if the Chief Minister dismisses it.
It seems that Chief Minister Lama mentioned Clause 2(b) of Article 169 in his letter to the provincial chief and dismissed him from his post without accepting his resignation.
Four ministers submitted their resignations to the Chief Minister today and joined the no-confidence motion against the leader of the Nepali Congress parliamentary party and the provincial Chief Minister Lama.
They had said that they resigned from their ministerial posts to support Indra Bahadur Baniya, an aspirant for the post of leader of the Nepali Congress parliamentary party. 21 Nepali Congress MPs, who have 37 seats in the Bagmati Provincial Assembly, had registered the no-confidence motion in support of Baniya. This includes the four ministers who will resign.
